The Capital Improvement Project Special Meeting of Meridian Lake Park Corporation took place on March 10th, 2004. There are 180 members of the association and 159 members were present at the meeting in person or by proxy. Joe Buckel announced that the meeting had a quorum and Ron Baker confirmed that adequate notice of the Special Meeting had been given.
The Capital Improvement Project team of Ron Baker, Curt Wilker and Bill Ronai, as well as the entire MLPC Board, responded to questions from those present about project cost, contracts, roads, wildflowers, natural gas cost, project management, timeline, funding and possible grants. Peter Kennel thanked the Board and project team for their hard work on behalf of the Association and made the motion: "To approve the special assessment and construction loan to fund the 2004 Capital Improvements Project dated 1/30/2004, consisting of installing natural gas and paving roads, the total cost of which and borrowing for which shall not exceed $648,000 or $3,600 per lot". The motion was seconded by Marty Evans and following a short delay to tally votes, the motion was approved by a vote of 129 to 30.
We are very happy with the large response to the CIP project. Over 88% of all members participated in the vote with 81% of those responding voting in favor of the project (72% of the total membership).
As a result of the approval of the members, the Board of Managers of MLPC voted unanimously to move forward with the project at their meeting on March 18th, 2004. The Project Team will retain its current composition, will be hiring a project manager and will be negotiating contracts for the project over the next several months. Regarding natural gas, Atmos Energy would like to know who of our residents want to connect to the gas line this year. This information will help them plan the details of their gas line implementation this summer. Atmos will go door to door after the mud season to contact as many home owners as possible. You should contact Atmos prior to June 1 if you want service this summer.
Regarding interior roads, please think of snow storage when you make any plans for landscape improvements. As build-out occurs in our community, snow storage will become an increasingly difficult problem. In the past, snow was simply shoved to a neighboring vacant lot by private contractors as well as the county. Increasingly, the vacant lots are disappearing. In discussions with the county, the point was made that residents need to find space on their lots to store snow from their private drives. That means that any landscaping plans should take into account this snow storage need. Areas alongside the road also need to be kept clear of landscaping features that could conflict with county plowing efforts.
Finally, 2004 will be a year of disruption for all of us at Meridian Lake. First, the Gunnison airport will be closed from late April until late July. Then, Route 135 will be under construction at Almont for several months. Finally, Washington Gulch Road and the roads within Meridian Lake will be under construction for most of the summer based on our project and the County's preparation work for hard surfacing. Sopatience will be a virtue!
