Capital Improvement Project (CIP) Status
After securing approval from an overwhelming number of owners, the CIP Team (Baker, Wilker, Ronai) has been hard at work finalizing plans for the project.
Accomplishments to date include:
. Hiring Joe McElroy (Schmueser, Gordon & Meyer) as our project manager
. Authorizing a survey of Filing 1 and 2 streets
. Signing the contract with Atmos Energy for the new gas line
. Securing a construction loan for the project
. Beginning formal contract discussions with Gunnison County for interior
road materialsThe Excavation/Piping contract is expected to be executed by the end of May and work is planned to start in June. Atmos Energy will be contacting MLPC owners who desire to convert during this initial construction phase.
MLPC Annual MeetingThe 2004 Annual Meeting of MLPC is scheduled for Wednesday, July 7th at 7:00 PM at the Queen of All Saints Church in Crested Butte. The meeting notice will be sent out in late May. All members are encouraged to attend this meeting, if you can possibly make it. There are many exciting things happening in Meridian Lake Park and the Annual Meeting is a good time to catch up and have your questions answered.
MLPC Board of Managers Election
Three positions on the 7-person MLPC Board of Managers will come open in July. The incumbents are Lara Moscatelli (Filing 1), Lash Hansborough (Filing 2), and Curt Wilker (Filing 3). The term for each position will be two years. Any MLPC owner who would like to be on the ballot for these positions should self-nominate by sending an e-mail or a letter to our MLPC Managers, Gordon and Angela Reeves. In assessing your interest in these positions, please be guided by the
following scope details:- Participation is voluntary, without compensation
- The Board meets once per month for 2-3 hours for regular meetings. Attendance by teleconferencing is okay if you are unable to attend in
person.
- Board members are expected to attend the Annual Meeting
- Special meetings may be called as necessary
- Board members should be able to communicate regularly by e-mail via the
Internet
- Board members are expected to contribute in functional areas, based on their backgrounds and interest. Functional areas include capital
improvements, financial matters, water & sewer systems, maintenance of common assets, architecture control committee etc.Self-nominations must be received by May 20th to allow for printing of the ballots and for mailing with the Annual Meeting package. The Board encourages diversity of membership and strives to have proportional membership roughly to the number of owners in each subdivision. Presently there are two representatives from Filing 1, two from Filing 2, two from Filing 3 and 1 from Filing 4. Also, two of the representatives are seasonal residents and five are year-round residents .
PPOA Board of Managers Election
Similar to MLPC, the Pristine Point Board will have one open manager position up for election in July for a two-year term. Alan Wolff is the present incumbent. Any Pristine Point owner may self-nominate using the same process described earlier.
MLPC Water System
The Mt. Crested Butte Water & Sanitation District has approved a major capital improvement project for our water system. Engineering is nearly completed on a new pump and water line that will supply water to our treatment plant from the Meridian Lake Reservoir. As our community grows, and with the threat of drought conditions, this supplemental supply will be critical to augment our base source of water from the Jaklich Ditch. The
$240,000 project is funded by MLPC reserve funds and will be completed this summer. Your Board is negotiating with Mt. CB W&S to amend our Memorandum of Agreement to allow for inclusion of these new facilities.Summer Watering Restrictions
At their April meeting, the Mt. CB Water & Sanitation District passed a resolution to conserve water use during this summer's expected dry
conditions. The water restrictions are primarily focused on exterior irrigation of lawns, gardens and other landscaping features. The restrictions will begin May 1st, will be similar to last year, and are summarized as follows:. For the periods May 1st to May 31st and September 1st to October 31st, watering will be allowed only between 8:00 AM and 11:00 AM.
. For the period June 1st to August 31st, watering will be allowed only between 6:00 AM and 9:00 AM.
. Filing 2 will be allowed to water only on even numbered calendar days.
. Filings 1, 3 and 4 will be allowed to water only on odd numbered calendar days.
. A one-time landscape exemption, for a 14 days exception to the watering restrictions, may be secured by request of the Water District. This would
be to help get new trees and plants established.
. Car washing at home is allowed, but the hose must have a nozzle control.These restrictions may undergo slight revisions during the season. Watch for notices in the CB News or call the Water District (349-7575) for current restrictions.
Security/Clean-up Deposit Policy Change
MLPC requires a security/clean-up deposit at the time building plans are approved by the Architectural Control Committee (ACC). The purpose of this deposit is to provide a motivation for owners to complete their project in a timely manner and to remove all evidence of construction from the lot. The current security deposit is a $1,000 flat fee for all new construction. The deposit is returned to owners at the end of the project providing the
home as been built according to plans and revisions and after clean up and nominal landscaping has been completed. With rising construction costs, with more expensive homes being built, with a wider range of home sizes and costs, and with additional experience in administering the deposit, the Board has revisited the rationale for this deposit and has concluded that some revisions are appropriate. We also investigated the security deposits required by other developments to determine current practices.
At their April 20th meeting, the Board revised the security/clean-up policy as follows:
. For new home construction, the security/clean-up deposit will be increased as a function of home size:
- Under 3000 sq. ft. = $1,500
- 3001 - 4000 sq. ft. = $2,000
- Over 4001 sq. ft. = $2,500It was also decided to modify the refund policy which, in the past, has been an all or nothing approach.
. For new home construction, refund 50% of the deposit when:
- The owner has a Certificate of Occupancy
- All exterior work on the house, the driveway, and retaining walls have been completed in accordance with the approved plans
- All construction related equipment and debris have been removed from the lot
- Damage to adjacent lots or open space repaired
- Smoothing the lot surface to nominally near the original contours
.For new home construction, refund the balance of the deposit when all trees, shrubs and seeding are completed according to the originally submitted landscape plan
These policy changes will become effective May 1, 2004. All plans submitted to the Board after April 30th will be subject to the new deposit amounts. The MLPC website and the MLPC Design & Construction Guidelines are being modified to communicate this change. The Board is still considering the application of the security/clean-up policy to re-model projects and will update that policy shortly.
Reimbursement of Expenses Policy
At their November 2003 meeting, the Board adopted a policy that MLPC owners can be reimbursed for expenses incurred to repair Association property that abuts an owner's lot. This can occur when a wind or snowstorm knocks down trees and damages perimeter fencing. Owners are encouraged to contact the MLPC Managers before beginning this work to avoid any misunderstandings after the fact.Horses on Lot 17A
Just a reminder to get your votes in by May 15th for the proposed MLPC Covenant change to allow horses on Kurt and Dana Olson's property, Lot 17A. There will be a special meeting of members on May 17th at 7:00 PM at the Queen of All Saints church to tally the votes.
